Awesome ideas!  I had heard that the city was considering an East/West bike
lane for 145th as well - this would help connect the Heights with Central
Harlem and the Bronx.  Double-parking is a huge issue in the neighborhood. 
Little enforcement.  The bike lanes at St. Nicholas/145th (uptown side) are
blocked more times than not (fish anyone?) often by the police themselves.

We can attend the monthly community police meetings to advocate for change. 
The next one is 8/27 at 7:30 at the 30th Precinct on 151st St - between
Convent-Amsterdam. (451 W 151st).
