Not that i've tried... but I think the only way is to climb the steps to the bridge walkway and ride across.  Aside from that, only one walkway is ever open at at a time.  On mapmyride.com, someone logged their commute to UPenn... http://www.mapmyride.com/ride/united-states/nj/collingswood/121877555

I travel the Ben regularly by bike from Collingswood.  I find the easiest and
fastest way is to head down Haddon much like the link Perry E, has sited,
though from time to time I will make some deviation depending on my needs for
the day.  The south walkway is currently open; they had been alternating
depending on which side of the bridge they were repainting.  The only issue
that I have ever had is that on two occasions the bridge walkway had been
closed when I arrived.  One time it was slightly earlier then the 8pm closing
time and the other time there had been some inclement weather earlier in the
day and I thought that it would be open by then.  Since then I try to update
myself as much as possible using

215/218-3750 ext 2255 during regular business hours.

I find the ride rather enjoyable and from time to time see others making the
same commute.

Sarah, Glad to hear you are planning to bike to Philly from Jersey!  The morning commute is complet

Glad to hear you are planning to bike to Philly from Jersey!  The morning commute is completely safe through Haddon Ave. but many (though not all) choose to bike to and from PATCO (the 'multi-modal transportation' option) on the way home this time of year because of early nightfall in Camden.
 
Just to add to Clinton's comments: Once you reach the Philly gate of the South Walkway, the 5th Street tunnel will dump you just north of the Bridge on 5th heading North.  Most will take 5th to Spring Garden and turn left to reach the Art Museum area because it has a bike lane; I prefer Fairmount Ave. because it's one way (until Broad) and has slower, and less, traffic.
